Request for Competitive Sealed Bids for Construction Manager

The Montecito Fire Protection District (MFPD) invitation to bid for: 

ITB# 2018-001

Construction Manager 

The Montecito Fire Protection District is looking for a qualified construction management firm to manage four projects for the Fire District. Project management includes:

  • Planning projects
  • Obtaining necessary permits
  • Hiring and overseeing contractors
  • Ensuring all projects are completed according to code requirements

Project Description:

Project 1 – Replace tile roof at Fire Station 1, 595 San Ysidro Road, Santa Barbara.

Project 2 – Install a new gaseous generator with onsite fuel tank, capable of powering Fire Station 1 at peak power, including a new automatic transfer switch and all necessary wiring.

Project 3 – Repair a two bedroom residence located at 1257 East Valley Road, Santa Barbara.

Project 4 – Build a three bedroom residence on the property located at 1255 East Valley Road, Santa Barbara.

Scope of Work:

Project 1

Remove and store existing roof tiles. Replace roof underlayment according to current code and industry best practice. Reuse the stored roof tiles to complete the project. Roof must include a warranty. 

Project 2

Provide all necessary materials, labor and materials to replace an obsolete, non-functioning generator. New generator shall be gaseous and capable of supporting the electrical needs of Fire Station 1.

  1. Installation and wiring must be compatible with future alternative energy system.
  2. Generator must be properly installed and comply with all state and local codes.
  3. Generator project must include training, warranty information, and service agreement.

Project 3

Make necessary repairs to a two bedroom, approximately 900 square foot residence at 1257 East Valley Road. Install an approximately 100 square foot raised wooden deck to the south wall of the residence.

Project 4

Build an approximately 1,500 square foot, three-bedroom residence on the property at 1255 East Valley Road.

Submission Information:

Bidders must submit a proposal for the construction management of all projects. The Fire District Board of Directors will award the bid to the lowest responsive bidder.

Bidder shall provide a list of at least three references where this type of work has been performed in the last five years. Please include a description of the work completed, municipality name, contact person, phone number and email for all references.

Bidder shall include an outline of qualifications describing experience as a third-party independent construction management firm including:

  • Size of firm and number of people employed
  • Years of service
  • The firm’s specialty
  • Experience with renovation, repair, and ground-up construction of commercial properties
  • Experience with renovation, repair, and ground-up construction of residential properties
  • Experience with planning and installation of mechanical equipment

Bidders must comply with the following submission procedures:

  1. Sealed bids shall be submitted marked “Fire Station 1 – Construction Management Bid” on the outside of the envelope, addressed to:

Bids will be accepted until 2:00 PM on Wednesday, December 12, 2018. Bids received after this time will be returned unopened. Faxed bids will not be accepted. 

  1. WITHDRAWAL OF BID: A bidder will be permitted to withdraw their bid unopened after it has been deposited if such request is received in writing prior to the time specified for the opening of the bids. 
  1. OPTIONAL SITE VISIT: Prospective bidders may request a tour of the property by contacting MFPD at (805) 969-7762. MFPD will make contact and schedule a site tour. Prospective bidders shall not enter the site without receiving prior permission. 
  1. RESERVATION OF RIGHTS: MFPD reserves the right to reject any bids, to waive technical or legal deficiencies, and to accept any bid that it deems to be in the best interest of MFPD. 
  1. WARRANTY: Where applicable, the contractor shall submit a copy of manufacturer’s warranty indicating duration of said warranty and install all products according to manufacturer’s instructions. 
  1. SPECIFICATIONS: Where applicable, the bidder shall furnish information related to the specifications of the products being used. 
  1. PREVAILING WAGE: This project shall adhere to all laws and requirements pertaining to prevailing wage. The awarded construction manager must be properly registered and qualified with the Department of Industrial Relations (DIR). Contractor will provide a list of any subcontractors proposed to perform any function of this contract. Subcontractors must also be registered with the DIR. 
  1. COST/SCHEDULE: The bidder shall furnish a cost proposal and schedule as part of the bid package. The contractor shall complete the work by December 31, 2019. 
  1. SEPARABILITY: MFPD will only accept bid packets meeting all requirements. Bids submitted without all scope of work items included shall be disqualified. 
  1. A copy of applicable insurance certificate(s) must accompany bids. Minimum coverage is $1,000,000 per occurrence, $2,000,000 aggregate on general liability, and Worker’s Compensation coverage in compliance with State Law. 

Award of Bid:

A public bid opening will be held on Wednesday, December 12, 2018 at 2:00 PM in the conference room at Montecito Fire Station 1, 595 San Ysidro Road, Santa Barbara. 

The Board of Directors will approve the contract at the following scheduled board meeting or if deemed necessary, a special meeting will be noticed and convened to facilitate timely completion of the project. 

The contract will be awarded to the lowest responsible bidder in accordance with the competitive bid procedures set out in the Public Contract Code section 20813.
