FIRE PROTECTION CERTIFICATE (FPC) SUBMISSION

VIVA

VIVA is Montecito Fire Protection District’s new online system for submitting all permit types, including Fire Protection Certificate Applications (FPC's), fire sprinkler system plans, tent permits, burn permits, and new address applications. There are no fees for any permit or application issued by the Montecito Fire Department.

All permits and applications must be submitted online through VIVA.  First-time users will need to create a user profile.   The Montecito VIVA website is https://montecitofire.vivasoft.io/ or use the link below.

Fire Protection Certificate (FPC)

An FPC is required for all projects that have been issued a building permit by the County of Santa Barbara. VIVA takes the place of the fillable pdf FPC form. 

A current Santa Barbara County permit number is required prior to submission of an FPC in VIVA. Applicant must upload the following documents with their VIVA submission:

  • Plans that include
    • Cover sheet with scope of project
    • Fire access site plan which addresses all items listed on the Plan Submission Guidelines document 
    • Floor plan
  • Fire Flow Report for the nearest hydrant. The report must be obtained from the Montecito Water District.  

The Applicant must provide information for themselves and the property owner to submit an FPC in VIVA.  If the Applicant would like other persons such as contractors, architects, engineers etc… to have access to the project, they may set them up as contacts in VIVA and include them on the FPC application for the project.  The contacts will only have access to the projects they are assigned to in VIVA.


Fire Sprinkler Systems

For projects that require an automatic fire sprinkler system, the Applicant must submit a completed fire sprinkler plan, data sheet and hydraulic calculations for review in VIVA.  These will be submitted after the application is approved in VIVA as a deferred submittal so there is no delay in issuing the building permit.  For fire sprinkler system requirements, please see our Development Standards below.

Building Permits

All Building Permits are issued by Santa Barbara County Building and Safety, located at 123 S. Anapamu St., Santa Barbara, CA 93101. If a Fire Protection Certificate (FPC) is required, follow the FPC process in VIVA.

Submission & Review

Once the application or permit is submitted in VIVA, it will be reviewed by Fire District staff.  The Applicant will be notified if clarification is needed or if a re-submittal is required through the notes section of VIVA.  The Applicant can monitor the status of their submission on the VIVA dashboard. 

The Applicant will be notified once their submission has been approved.  The approved plans, condition letters or permits will be accessible in VIVA.  FPC’s will also be uploaded to the Santa Barbara County Building and Safety Accela system.
